ABSTRACT

The EU is confronted by many social problems that impede cohesion. The issue of social cohesion refers to the balanced participation of different groups in social life. To measure such an elusive concept as social cohesion is not an easy task. Like economic cohesion the concept ‘social’ cannot be captured in one basic indicator. This is in line with European social policy that deals with a fairly large number of rather dispersed issues. So, in the present chapter we will describe the development of social disparities in the EU with the help of a set of indicators.
