ABSTRACT

The Third Assessment Report of the Intergovernmental Panel on Climate Change (McCarthy et al, 2001) identified two main environmental problems in South America: land-use changes and El Niño Southern Oscillation (ENSO) variability. A good example is the Río de la Plata basin and estuary, an area that has been substantially influenced by human activities in recent decades and is highly sensitive to both climate extremes and changing precipitation patterns.
