ABSTRACT
In contrast to empires of the past, building Europe-wide common institutions has required consensus among its member states on democratic principles. The principle of democratic government and the development of market-oriented economic relations have been the flagships for the process of building the European Union. While every candidate to become a member of the EU has to fulfill strict conditions of freedom and democracy, these also guide the hand of Europe-wide institutional design.
