ABSTRACT
Federalism as a political institution is rightly seen as the most appropriate way of accommodating a country’s size and internal diversity. Harmonization of important political and cultural differences through the creation of a tiered system of government is considered to be one of the fundamental tenets of a federal political system. In multi-ethnic states, federalism also plays a key role in protecting the rights of ethnic minorities and territorial communities.1
