I have described house extension policies at the end of this chapter. I have also described Permitted Development rules in Chapter 5. However, even as I write I am conscious that things are likely to change. And, if the Daily Telegraph article of 23 May 2007 is right, the planning

reforms ‘will extend chaos’. The same article in the Daily Telegraph also asks a good question. ‘Does the government really believe it can make the planning system less onerous by inviting us to make agreements with our neighbours?’ The journalist then goes on to point out that British families have a reputation for disagreeing with whatever a neighbour does with their house. So will the new rules be easier to understand or will chaos ensue? Well –
