ABSTRACT
VOSA is the government agency that is responsible for the official testing of HGV vehicles throughout the British Isles. In 2003, it started a modernisation programme for its test stations which afforded an opportunity for a strategic partnering contract which was considered a more efficient and ethical way of delivering the programme and to introduce improvements that would involve the whole team.
