ABSTRACT

In the second section, I consider a specific policy adopted by the provincial government of Alberta; the Public Private Partnership approach, or P3s as they are fondly identified by the Alberta government. I examine this policy approach from a rational choice model and a democratic approach to policy. After evaluating these two approaches in policy, I consider the potential of adopting a more comprehensive approach; the use of the precautionary principle combined with an evaluation/monitoring approach to address this public place debate.
