ABSTRACT
Homelessness is a highly political, and politically contentious issue. It could be considered as a state in which political institutions are unresponsive to the needs of the most vulnerable in the community and cannot intervene effectively to achieve an equitable distribution of housing costs and benefits (Cooper, 1995). This argument suggests that homelessness arises from a government’s inability to achieve or maintain a policy of social justice.
