ABSTRACT
As I have written in my outline, my position is one which refuses to recognize the premise of kokumin [national subject] as solely connected to nationality and I will speak from this position. I would like the notion of kokumin to be expanded to include both Japanese who hold Japanese nationality as well as resident foreigners who have foreign nationality and for both to be included as Japanese kokumin.
