ABSTRACT

A central principle of Training Credits was the empowerment of young people through 'spending' the credit. For most of our sample there was little sense of such customer power. In this chapter we focus on the two trainees who got closest to using the credit in the way in which it was intended. Elaine was proactive in ensuring that her employer provided access to training and she chose the training programme she would follow. Alison, having completed her NVQ level 2 at one college and with one employer, took the initiative to change both, as she progressed to level 3.
