ABSTRACT

In Chapter 1 we traced the emergence and characteristics of a new paradigm for VET policy in Britain, of which Training Credits are the most complete embodiment. Key elements of that paradigm include:

the creation of customer-driven markets for VET

individual commitment to and responsibility for learning

provision of 'neutral' careers guidance

compulsory use of NVQs, based on competence

use of NTETS and other output targets

payment by recruitment, retention and results

the inspection and formal approval of VET providers.
