ABSTRACT

Towards the end of Chapter 3 we considered that the best candidate for the number one position in any ranking of ethical values must be justice or equity in that whenever any decision is made for whatever reason one might always ask whether it is fair. Nowhere is this more plausible than in the management of health care resources as the conceptual limits to good health care explored up to this point pose considerable challenges for those who have to manage health care services and allocate scarce health care resources. Here there is an understandable temptation to seek for definitive management solutions in the application of models which assume general and objectively verifiable answers to rationing problems.
