ABSTRACT
Any sporting event is defined and played within a pre-determined framework of rules and the number and complexity of these rules may differ significantly. The process for changing them occur within the environment of a governing body of administrators, but little is known about why they occur. Traditional sport that is played today is the product of many years of evolution and development, but little is known as to why these rules change.
