ABSTRACT
Free and compulsory education has been provided in Aotearoa/New Zealand for around 120 years. However, until recently, legal responsibility for a suitable education for children with significant disabilities remained the responsibility of parents. This remains the case for children under five years of age. Nevertheless, while not yet a legal right, increasingly comprehensive early intervention provisions are now available.
