ABSTRACT

This chapter is based on work with four local education authorities (LEAs). Three are small urban LEAs reorganising aspects of their SEN provision and the fourth is the educational action zone (EAZ) of a large rural LEA wanting to develop the role of teaching assistants. For the purposes of this book, they will be called North, South, West and East LEAs. The aim of the chapter is to examine some of strategies that were used by both the outside consultant and those employed by the LEA to manage major changes in provision.
