The discussion around the business plan has led me to think that the Russians fully understand at a conceptual level the technological and qualitative requirements of market competition but are prevented from putting them into practice. This is also the cause of deep frustration on their side: plunged into the day-by-day running of the factory, managers are forced to shelve their plans for modernisation.
