ABSTRACT

The 1981 Education Act required the reassessment of children’s special educational needs as they approached Year 9 of their schooling. The 1993 Education Act abolished this requirement. Statutory reassessments at age 13½ to 14½ were replaced with Year 9 Reviews which had to incorporate the preparation of Transition Plans. As Annual Reviews are required every year, the Year 9 Reviews effectively became two reviews, carried out in tandem. The first follows the usual Annual Review format. The second focuses on the steps necessary to enable young people to make an effective transition from school to adulthood. These are incorporated in a Transition Plan that has to be produced within one week of the Review meeting.
