ABSTRACT
Sure Start: Making a difference for children and families (DfEE 1999) puts parents and families at the centre of the wheel of support for children. It also shows how collaboration between parents and agencies that provide child care and education is essential for the child's well-being. Government papers such as this and Excellence for All Children: Meeting special educational needs (DfEE 1997) demonstrate how the importance and necessity of working with parents is embedded in government policy.
