ABSTRACT
Intervention had been constituted as the only way to act; as being synonymous with action. To argue that NATO should not intervene could therefore be inscribed as passivity and indifference at times of ethnic cleansing and mounting genocide. This obviously made it very difficult to question the legitimacy of the intervention.
