ABSTRACT
I have emphasised in previous chapters that through learning, NGDOs become more effective. However, NGDOs cannot move forward only on the basis of yesterday's experience. In fact the rapid collapse of a complete socio-economic system in the former Soviet Union made past lessons of little use. The end of the Cold War has caused a quantum shift in the global context in which NGDOs operate. Such a transformation makes analysis of trends a questionable approach. 1
