ABSTRACT

Ravel, and cars in particular, has revolutionized the way we live. But the way we choose to travel has a price: for health, for the economy and for the environment. Motor travel continues to rise by approximately 2 per cent every year and the DETR's most recent National Road Traffic Forecasts (1997) predict that traffic will increase by up to 51 per cent between 1996 and 2016. It is now generally accepted that traffic jams cost time and money, create pollution and take the pleasure out of driving, and there is a growing public consensus for change and a new approach to transport management.
