social environment. It will be argued in this chapter that the course of technology is in part a matter of social choice. Scientists and engineers are never able to make all the choices that are involved in innovation. Technological change means choice, and therefore management of technology means not just facilitating or controlling the geniuses, but also interacting with various stakeholders in order to decide where to go. Management of technology implies developing and adjusting strategies, to create the technologies that are in legitimate demand, now and in the future. In our time, three developments make this task increasingly complex:

• the growing complexity and interconnectedness of technologies;

• the globalization of corporations, markets and R&D projects;

• the emancipation of the citizen that creates a growing need for public accountability.
