ABSTRACT

The launching of Pudong Development in 1990 aims to revitalize Shanghai’s economy as well as the Yangtze River Region through re-positioning Shanghai into the global economy. Shanghai has since experienced remarkable transformation under the interplay between the forces of market and government and between the forces of local and global. China’s accession to World Trade Organization (WTO) will undoubtedly intensify and complicate the interaction and even conflict between these forces, which means both an opportunity and a challenge to Shanghai. Reviewing its development strategy and the role of government in creating competitive advantage at such a turning point are thus of vital importance for this city to grasp the opportunities and tackle the challenges.
