ABSTRACT
Strategic decisions of their very nature are long-term, directional and integrative. In the context of spatial planning they are also about the geographic scale at which decisions need to be taken (see Chapter 4). Planning can only be effective if the right decisions are taken at the right level of government. This is critical to provide the proper context for decisions to be taken and for appropriate alternatives to be considered. It also ensures that the true community of interest is properly defined.
