ABSTRACT

Since World War II, Britain and France have struggled with the problem of how to manoeuvre American power to support their national interests. Their approaches to the problem have differed fundamentally. Britain seeks to influence Washington in its role as a privileged partner of the United States. France, on the other hand, has always used conventional methods to induce the United States to accept its positions. This is not only because the French feel that the intimate Anglo-American arrangements dating to World War II, plus the English language, have created a special relationship probably beyond their reach.
