Kenneth Baker, the former education minister, started the clock on what, in his memoirs, he genially referred to as his time bomb for the Treasury in his Lancaster speech in January 1989. In that speech he set the goal of doubling the participation rate of school-leavers entering universities on undergraduate degree courses.
