ABSTRACT
The title of this essay is a phrase used by Bukharin, the Russian anarchist. When I first decided to use it we had not seen the massive destruction wrought on the World Trade Centre in New York. My first instinct was to change the title but then I thought of all the creative thinking which is going to be needed to combat a descent by the world into a new barbarism, and I have decided to keep it since what I have to say applies at all levels of human organisation. I have therefore added this one opening paragraph.
