ABSTRACT
To develop a framework for the analysis of likely settings for terrorism, we must establish conceptual distinctions among different types of factors. First, a significant difference exists between preconditions, factors that set the stage for terrorism over the long run, and precipitants, specific events that immediately precede the occurrence of terrorism. Second, a further classification divides preconditions into enabling or permissive factors, which provide opportunities for terrorism to happen, and situations that directly inspire and motivate terrorist campaigns.
