ABSTRACT
The next four chapters focus on countries representing what we have termed cohesive cultures, characterised by a less apparent division between urban and rural areas and a policy regime which is both more general in its approach – crossing town and country divisions – and more regulatory. Regulatory regimes are deemed to be those based on stronger central power with local policy often drawing directly on central statute.
