ABSTRACT

Homeownership is a major goal for many Australian households. For households that have low, irregular incomes, however, homeownership and even adequate rental accommodation may be unachievable. In this chapter, we consider the housing problems facing low-income households and how these households might be helped though a system of income contingent loans (ICLs) that provide a type of insurance for housing. We call this ICL system a ‘housing lifeline’.
