ABSTRACT
Article 26 of the Universal Declaration of Human Rights is a noble ideal, but is it remotely attainable? Not, according to John Daniel, if it is to be accomplished by the expansion of conventional universities (Daniel 1996). But it is possible to address this giant new market with global virtual universities that are commercial and take the world rather than the state as their market.
