This chapter provides an integrated picture of planning and design at the local level, picking up the threads from the earlier chapters. The approach is radical. It demands time and effort on the part of local authorities and developers, in responding to legitimate community, health and environmental priorities. At the same time, the guidance is pitched at a reasonably practical level. Once the essential principles and processes have been absorbed by the key local actors, and incorporated into statutory plans, then interpretation (if not implication) is straightforward and logical.
