ABSTRACT

With the MSDF Technical Report (1996) accepted by the Metropolitan Council, the main concern of the metropolitan planners, and Francois Theunissen in particular, remained the legalization of the plan by having it approved under LUPO (the Land Use Planning Ordinance of 1985). The Provincial government was the approving body. While the existence of the plan as a technical report meant that it had no more status than that of a guideline, approval would render it a statutory regional structure plan, giving it greatly enhanced status.
