ABSTRACT

A practical outcome of the recent shift towards a regional-associative approach to learning has been the launching of RIS/RITTS programmes (Regional Innovation Strategy and Regional Innovative and Technology Transfer Strategies) by the European Commission. The aim of this chapter is to discuss the role of regional innovation support organisations in regional innovation strategy development against the background of the assumed associative harmony of the RIS and RITTS programmes. This reflection is built on a number of ambiguities and dilemmas that, in our view, surround the theme of regional innovation strategies. In particular, organisational and strategic aspects of innovation strategies will be discussed. By developing a critical perspective, we aim not only at reflecting upon the RIS/RITTS process, but also at discussing the value of the associative approaches. In doing so, we do not wish to deny the significance of regional innovation strategies and the merits of associative approaches underpinning the concept of ‘Learning Regions’. Nevertheless, we hope that a critical approach may contribute to the shaping of regional strategies in the future.
