In setting a plan of large streets for the dwellings of the rich, it will be found necessary to allot smaller spaces, contiguous, for the habitations of useful and laborious people, whose dependence on their superiors requires such a distribution . . . This intercourse stimulates their industry, improves their morals by examples, and prevents any particular part from being the habitation of the indigent alone, to the great detriment of private property.
