WE’VE REACHED THE PRESENT, the end of our historical tour. The twentyfirst century opens with about four-tenths of Britons living in large towns and conurbations with populations of a quarter of a million or higher.3 We are now mainly a nation of small and medium-sized towns, many of which are growing fast.
