ABSTRACT
The first country in the British Empire to legalise adoption in 1881, New Zealand continues seriously to review adoption policy at the beginning of the new century. As in other countries, social changes have impacted on adoption, for example, state financial support for single parents, access to abortion, and progress in reproductive technology. Within this context of change, New Zealand has been leading the way as a country practising and succeeding in open adoption.
