ABSTRACT
High levels of participation in neighbourhood projects are essential for several reasons:
• Residents are the major stakeholders of any efforts: there are already active groups with concerns, knowledge and capacities to undertake sustained effort. They experience local problems at first hand and as a whole and not from the point of view of an agency’s set tasks. They know the networks and can reach people that agencies cannot (Taylor 1995).
