ABSTRACT
To tackle social exclusion effectively the culture of social work organisations needs to be fundamentally altered. Organisations fighting social exclusion need to do three things:
• Adopt a neighbourhood orientation in service delivery • Join up with other agencies to establish holistic services • Establish dialogue between professionals and local users and residents, providing
the latter with channels of influence.
