ABSTRACT
The relationship between tourism development and heritage management is a complex and sensitive one, but it is by no means a recent phenomenon. As stated by Graham et al. (2000: 238):
This close symbiosis between heritage and tourism is not new. The desire to conserve and the desire to visit have always mutually stimulated the history of the heritage conservation movement in an inextricable relationship of cause and effect.
