ABSTRACT

Much is written about social housing, its purpose, function, management and so on. There is less written about the private sector, despite it comprising the vast majority of housing stock, including many lower income households traditionally housed in the social sector. Radical changes in recent years have seen a major ideological shift from local authorities as housing providers to housing enablers, and part of this shift has involved looking at the private sector in a new light. It offers opportunities as well as threats.
