ABSTRACT

We have taken 16 success characteristics, which may be used by potential evaluators to decide what importance to attribute to each, and have divided these into four core areas:

• Approaches/partnerships This focuses on collaborations, health alliances, interagency working, multidisciplinary team-working, multi-faceted and intensive approaches

• Tools (methods) This focuses on tools such as audit and evaluation, and methods such as research-based needs assessment and health impact assessments

• Resources This focuses on the resources required such as use of support materials, the setting, the importance of and training of the delivery agent

• Individual/community This focuses on the individual/patient or community view of health with elements such as holistic health, culture, community development and empowerment.
