ABSTRACT

Structure refers to the setting in which the intervention takes place and the resources that are available. It is the easiest of all the phases of evaluation and yet is overlooked in some evaluation procedures. The structure and planning phase of evaluation sets out how you get from a starting point to the end point and what you want to achieve. Some structural aspects of interventions and programmes that can be evaluated are:

• Facilities: accessibility of support services, safety measures, convenience for clients etc

• Equipment: staff ability to use equipment, adequate supplies etc. • Staff: experience, staff-client ratio, qualifications etc. • Finances: salaries, funding sources etc.
