ABSTRACT
In economists’ terms, the best use of resources is that which maximizes benefits to society as a whole. Similarly, although a given healthcare intervention might maximize benefits to society as a whole, in doing so it might increase differences in the amount of benefit received by different groups in society – in other words it might actually widen inequalities in health and in the need for and access to care.
