ABSTRACT
One of the most conspicuous reforms of the public sector has been the restructuring of public enterprises. Since public enterprises tend to be huge in the infrastructure sector where they serve large numbers of customers, major reforms of them become politicised quickly, creating highly divisive issues. When public enterprises are incorporated or privatised, then the restructuring means that thousands of employees have reason to fear that they may lose their jobs sooner or later.
