ABSTRACT

New public management (NPM) is the theory that makes contracting the medium of communication in the public sector. NPM puts in place a contracting state, where personnel and other resources are to be managed by means of a series of contracts. These contracts will cover not only the employment relation but also be used for the clarification of objectives and tasks for service delivery. Government will rely heavily upon chief senior officials (CEOs) to write and handle these contracts, at the same time as the CEOs will relate to government through contracts.
