ABSTRACT

Simon was an excellent lawyer, but as a politician he lacked the ability to make decisions when in office and was too strongly associated with the process of appeasement in the 1930s that led to Hitler’s political expansionism. Whilst he held three of the four major offices of government, and may have come near to securing the post of Prime Minister in 1937, it is clear that he never secured a reputation as a statesman of stature.
