ABSTRACT

The European Union (EU) is the most developed set of transnational political institutions anywhere in the world. Europe is therefore a logical place to search for signs of transnational democratisation. There has been much debate about Europe’s ‘democratic deficit’, but most discussion has focused on the institutions of the EU, such as the European Parliament, rather than considering the complex European political system as a whole, including areas outside the EU, as a potential medium for the development of transnational democracy.
