ABSTRACT
The article appearing in the Westminster Gazette of the 13th inst., which we reproduce in another column of the present issue, will attract the attention of our readers, not only on account of the importance attaching to the question, but also because the writer appears to have a more practical knowledge of his subject than is usually the case when professional or technical matters are discussed in the columns of one of our daily contemporaries.
