ABSTRACT
Perhaps the most important paper read during the course of the Institute’s recent gathering at Liverpool is that by Mr. Theodore Gregory, F.C.A., upon the above subject. Certainly, it would be difficult to choose a topic of more vital interest at once to the profession and the public; and it is further to be admitted that Mr. Gregory’s treatment of his subject is such that, for this reason alone, his paper is entitled to very careful consideration.
